Phnom Penh has a limited selection of hospitals; however, facilities are steadily improving and employ well-trained doctors and nurses. There are public hospitals, private hospitals, and a number of smaller private clinics or health centers with services in both Khmer and English (and sometimes other languages, usually French). Treatment at private hospitals tends to be more comprehensive. It is recommended that comprehensive health insurance be obtained. Necessary precautions should be taken to protect against mosquito-borne illnesses such as dengue fever and malaria. It is important to drink only bottled or boiled water and avoid eating food from street vendors or unhygienic establishments.
Security
Cambodia is generally a safe place to live for expats, but it is important to exercise caution and be aware of potential risks. Petty crimes, such as pickpocketing and bag snatching, can occur, so vigilance is required. Expats should also avoid carrying large amounts of cash and valuables and be cautious when using public transport or walking alone at night.
Homosexuality is legal in Cambodia, and there are no constitutional bans on same-sex marriage. However, civil unions and gay marriages are not currently recognized under Cambodian law.
Government Compliance
Non-resident workers must obtain a business visa and a work permit to work in Cambodia legally. The process involves several steps and requirements. First, a business visa is required before or upon arrival. Second, after entering Cambodia, the employer must apply for a work permit from the Ministry of Labor and Vocational Training (MLVT).
The visa processing time for Cambodia varies depending on the type of visa and the applicant’s country of origin. Processing a visa application usually takes 7-10 business days or more.
Transportation
Cambodia’s public transport system is well-developed, particularly in major cities such as Phnom Penh, Sihanoukville, and Siem Reap. Options for public transport include buses, tuk-tuks, and taxis, which can be hailed on the street or booked through ride-hailing apps. In Phnom Penh, a public bus system runs on several routes throughout the city. Driving in Cambodia can be challenging due to traffic conditions and road infrastructure. It is recommended to use a reputable vehicle leasing company if leasing a vehicle. Many expats use company cars and drivers due to traffic congestion and potential language barriers.
Banking
Cambodia’s official currency is the Riel, but US dollars are widely accepted. Global banks such as HSBC and Citibank do not operate retail banking operations in Cambodia. However, smaller international banks have operations and ABA Bank is a popular option with many expats due to its comprehensive mobile QR payment facility, which is accepted by shops, stalls, and transport providers.
Housing
There are four main areas in Phnom Penh that are popular for expats to live in: BKK1, Daun Penh, Toul Tompong, and Tonle Bassac. It is recommended that expats prepare two months’ rent upfront. There are several options for temporary serviced apartments, and there is usually little distinction between full-fledged serviced apartments and regular rental apartments.

Education Overview
Children who are not proficient in the Khmer language cannot attend government schools and some local international schools in Cambodia, as these institutions require fluency in Khmer. There are several well-established international schools in Phnom Penh that cater to expatriate families and offer instruction in English or other languages. While it is generally possible to secure a place in one of these international schools without significant difficulty, it is advisable to apply early.
